
This is unprecedented probably for the first time in civilized world. It’s not the Government, Police or Military but ordinary citizens of the country who have come together with a simple but workable action plan to deal with terror.
Most of their points are practice and easily implementable and reading them you feel that why the hell was something so straightforward not done...

WE HAVE TO MAKE IT GO AWAY BY KILLING IT.
1. A single Federal (all-India) anti-terror agency - with a significant presence in each city, with capabilities (software and hardware) for rapid response and the best equipment money can buy.
Why was Karkare’s BP jacket inferior to the NSG BP jacket, in this age and time, when we Indians pay Rs 5 trillion in taxes?
2. Networking of the communication and financial data, with tracking of all financial transactions
Post 9/11 the US and UK networked their communication and financial data so that security agencies could check on their computer screens on any terror suspect - India is nowhere near that, nor are we even thinking of it.
3. Anticipation of attacks and being prepared for them, rather than post-facto preparation
4. When the terrorists started hijacking planes and entering through the Indo-Pak border, post facto we enhanced checking at airports and fenced the border. So the terrorist shifted to hotels and the sea route; post facto we shall make all our hotels and sea ports and coastlines secure. Then the terrorist will shift to, perhaps, malls and micro-light aircraft, post facto we shall make malls and the air space more secure. and so on...
5. For countering terrorism (as compared to normal policing) we need much higher number/levels and grades of police/intelligence infrastructure.
6. Intelligence operatives to population ratio in India is less than 5 per lakh in India compared to above 40 in many countries - this, despite India being beset with multiple types of terror - Islamic, Kashmiri, Hindu, Sikh, north-east and Naxals - much more than only Islamic terror threat for the west, Russia, China, etc.
7. We need a tough anti-terror law and the judiciary to act quickly
We kept Maulana Masood Azhar in our jails as an under-trial for 6 yrs and then released him to the Kandahar hijackers - he is the current big boss of the LeT in Pakistan. Why did the judiciary take so much time? At that time we had the strictest of laws - TADA.
8. In 2000, post-Kargil a Group of Ministers made a report to realign and resolve India’s security infrastructure, red tape has killed it. To get over the red tape, the PM in 2005 announced the Police Mission to reform the police system, red tape killed that too.
9. We need to fill senior level vacancies in IB & RAW
IB and R&AW have suffered 40% vacancies in top level supervisors (IPS officers) for more than a decade now and 50% vacancies in levels of SI and Inspector!
10. Mumbai needs to have a directly elected Mayor, who will act as the head of government for the city (and head all the local level organizations like BMC)
The main issue still is - Do the politicians have the will or the motivation to execute this simple plan?

completely agree.
we also need the following:
a) an official mechanism for crisis and disaster management. both are lacking
b) a method of recalling politicians who fail. it’s our right
c) protecting policemen from politicians and political interference. they serve us not the political class.
There should be one more thing.
Kill all politicians, whether they are from Pakistan or India. They are the real terrorists, who are creating atmosphere where young kids in early twenties are misguided and trained as mercenaries.
1. Memorial for the martyrs is not reqd. The fact that Taj and Oberoi are still standing is a very very strong memorial to the event.
2. Increase the pay scale of our armed forces. Haven’t they proved again and again that they deserve it more than the politicians & bureaucrats?
3. Improve the air, land and air security. A much higher investment for much more manpower, machine and equipment.
4. Implement the long awaited police reforms. Free the police from the corrupt politicians!
5. Make terrorism a central subject and not a state subject. Terrorism is an attack on India.
6. All this is useless unless you have world class infrastructure to enable speedy, efficient & effective implementation against any anti-India activity. So get the corrupt BMC officials to correct their ways.
7. Finally, if this is not implemented, then start a campaign for non-payment of all kinds of taxes – direct & indirect - by Bombay to the Govt of India. Let them come begging to us for our money!!!
And yes, why call it Mumbai, I want my Bombay back!!!! This regionalism has to go.
Someone should also inform Mr. Raj Thakeray, that his precious “Marathi” city was saved by NSG commandos who were predominantly North Indians and South Indians. SO PLEASE SHUT UP AND FOCUS ON LARGER ISSUES IF YOU CARE FOR AND WANT TO SAVE MUMBAI!!!
I have heard rumours that his party - MNS and the Shiv Sena are preparing to attack the Muslim community to avenge this attack. This is precisely what we DON’T WANT! DO NOT POLITICISE THIS EVENT!!!!!!

I know that someday we would have reached the boiling point when we all would collectively say that ENOUGH is ENOUGH, and my friends the time has come. We all only come to know about how bad our security is only when we are attacked by terrorist and after that only we all awake and start asking questions. I think the terrorists are trying to tell us how weak our security is and how easily they could target us. Now is the time to Unite and stop blaming each other or the government instead its time for action, and please stop thinking that our politicians would do anything, it’s rather on to us only to do something.
I want the government to have NSG at all major places in INDIA (North, South, East, and West) and secondly the government should use our large Human Asset and start recruiting more people in the forces, with better pay, facility and they should only be answerable to their seniors or direct to the PM Office, and not to any politician.
We should ask the government to give powers to RAW, ATS, NSG, CBI or any other Agency like the FIA they are planning to form, basically they should have their own mind to operate and should not wait for any one else to make decisions for them.
I have heard that Pakistan are willing to help INDIA, so now its our duty to identify locations and people we feel are a threat to INDIA and ask the Pakistan government to hand over those wanted Terrorists, with international pressure from the United States of America.
I wish people of INDIA start getting Professional in their approach towards anything and everything regarding Security, to any issue. And I beg our politicians to have a united stand on Terrorism which we faced as a Nation.
I have seen the operation RAT which was done by CNNIBN in 2006, but yet now in 2008 we still are in the same position, with no improvement. We should now focus about our future, if we want or if we see any future, I want to live in India with a peace of mind and without fear.
We are being targeted for the very reason is that we are growing very well economically and we are just seeing a slowdown in growth rather than calling it a meltdown. We should ask people of Corporate India to come forward and help us developing such a system in which we all feel safe. I know it’s not a matter of days but it takes time for good things to happen but at least we should move forward.
I wish that no political pressure should be their on any of the agencies and they should have a direct line of talks with the Prime Minister, just as we have seen with Metro Man or DELHI METRO (Mr. E Shreedharan) so that no hurdle is seen during taking drastic steps for a safer India.
The key to growth is when we grow all, we want the support from every person in INDIA, and to have a Homeland security, I think we should first recycle our attitude and be patient the next time we are in queue for a security check because it is for our safety, but at that time we don’t realise it.
It is the time to change or modify certain things in the Constitution and make more strict laws against terrorism and have a separate judicial system for terrorist. it is the hour of need that we have to show a tough attitude towards everything rather than the CHALTA HAI attitude.
We all should be ready for Change, a change that we all want for a better INDIA.

11)Promote individual rights and capitalism for all. The more free a people are, the more they will protect themselves, and less likely to harbor terrorists.
12) Gun rights. If just a handful of citizens in the hotel were armed, the terrorists might not have been as successful.

kids, kids, kids......you are forgetting that umpteenth such schemes have been enthusiastically formulated, proposed, put forward and then ”caught in the red tape”, twisted by politicos and rejected ultimately......and what do we do after every such failure? We make YET ANOTHER scheme..........we fail to realize what the real problem is: POLITICIANS AND BUREACRATS. these people will not allow any good reforms to get past.......so instead of making yet another scheme, we must do what is actually required: ELIMINATE THE PROBLEM.
If we want drastic change, we will have to take drastic steps. Something like the French revolution/ Russian revolution / China’s Long March IS required in this country. I am not suggesting any kind of communism or socialism here. I only am saying this:
Fuck the constitution.India needs a new Constituent assembly. We need an actual people’s army here. Kill al politicians and bureaucrats mercilessly. Only deserving people, Intelligentsia and highly educated people will be allowed to continue to govern the country. I say Fuck Voting. Fuck the judicial process. Fuck the parliamentary system itself.India needs a Dictator.
